Repeals and replaces section 169.712 regarding the Public Education Employee Retirement System (PEERS) and Public School Retirement System (PSRS) membership eligibility.

Teachers first employed after August 28, 1997, who meet PEERS qualifications must join PSRS instead, but may elect PEERS membership within 90 days of employment.

Beginning August 28, 2003, teachers employed 17-20 hours per week by a public school must join PSRS on a pro rata basis, with an option to elect PEERS within 90 days.

Starting August 28, 2011, teachers employed 17 hours or less per week may work at multiple public schools, but hours cannot be combined to establish PSRS eligibility unless specifically approved by the PSRS board of trustees.

Members may purchase credit in either retirement system for qualifying service after August 28, 1991, subject to applicable provisions of sections 169.056 and 169.655.
