Changes the University of Missouri Board of Curators from eight members to nine members, with appointments requiring at least one person from each congressional district at all times.

Creates a voting student curator position (the ninth member) to be appointed starting in January 2012, serving a two-year term while maintaining full-time student status, with voting rights on hiring/firing of university presidents, chancellors, general counsel, and board secretary.

Student curator may vote on senior administrative hiring and firing decisions but is excluded from decisions regarding faculty and staff hiring or firing.

Maintains the existing non-voting student representative position, which may be converted to the voting student curator position under the new provisions.

Preserves existing requirements that curators be U.S. citizens and Missouri residents for at least two years, and that no more than five curators belong to the same political party.
