Establishes advance voting hours as regular business hours (7:00 a.m. to 7:00 p.m.) including Saturday until 12:00 p.m., with satellite site judges appointed from both major political parties to ensure balanced representation.

Prohibits voters who cast advance ballots from voting again on election day; violations are classified as class one election offenses, with election authorities required to certify violators to a verification board.

Requires all costs associated with implementing advance voting to be reimbursed from state general revenue and makes the advance voting system effective January 1, 2012.
