Requires restitution ordered by courts or agreed to by parties to be paid through the prosecuting attorney or circuit attorney's office, which may contract with other entities for collection.

Authorizes prosecuting and circuit attorneys to collect administrative handling costs: $25 for restitution under $100, $50 for $100-$249, and 10% of restitution (capped at $75 total) for $250 or more, plus $2 per installment after the first.

Establishes an "Administrative Handling Cost Fund" separate from general revenue where collected costs are deposited and used for office supplies, postage, training, equipment, employee salaries, and other prosecutorial office expenses.

Requires $5 per crime victim receiving restitution to be collected and deposited into the Missouri Office of Prosecution Services Fund, transmitted monthly to the Director of Revenue.

Allows courts to set restitution amounts that may be taken from an inmate's Department of Corrections account during incarceration, with unpaid balances collectible by prosecutors upon release or parole.
