Allows public governmental bodies to close meetings, records, and votes related to personal information obtained during foster home licensing under sections 210.481 to 210.536.

Requires the Division of Family Services to make available a public report for each foster home containing names of all licensed operators age 18 or older.

Report must include description of background investigations conducted, documents submitted and approved, and all meetings and classes attended by applicants.

Report must describe all concerns raised during the licensing process and how those concerns were resolved, plus applicant's ability to meet minimum competency requirements for foster parents.

Report must list all references provided, including name, contact method/timing, and brief description of their opinion, but exclude residential addresses and personal information that could be used to threaten, harm, harass, or embarrass any person.
