Establishes option for state employees and retirees to enroll in high deductible health plans paired with health savings accounts beginning with the 2009 plan year.

Requires high deductible health plan premiums to be materially lower than traditional plans with a goal of at least 50% lower premiums starting with the 2012 plan year, with deductibles not exceeding 200% of IRS minimum guidelines.

Directs the board to offer more competitive high deductible health plan options if fewer than 10% of active state employees enroll by 2012, with a goal of 40% enrollment by 2015.

Modifies Medicare coordination of benefits for state employees and retirees eligible for Medicare, ensuring they receive substantially similar benefits as those not eligible for Medicare.

Authorizes the board to issue requests for proposals from companies to offer high deductible health plans and to promulgate administrative rules under chapter 536.
