Requires school districts to adopt an antibullying policy by September 1, 2007, founded on ensuring all students have a safe learning environment.

Defines "bullying" as intimidation or harassment causing reasonable fear for physical safety or property, including physical actions, oral communication, cyberbullying, electronic, or written communication, and threats of retaliation.

Defines "cyberbullying" as transmission of messages, texts, sounds, or images by electronic devices including telephones, wireless devices, computers, or pagers.

Mandates antibullying policies include specific components: prohibition statements, employee reporting requirements, anonymous reporting procedures, investigation protocols, response procedures, anti-retaliation protections, publicization statements, and staff and student training processes.

Authorizes the state board of education to promulgate rules and develop model policies to assist school districts by September 1, 2012.
