Repeals and replaces sections 578.501, 578.502, and 578.503 relating to unlawful picketing of funerals, named "Spc. Edward Lee Myers' Law"

Makes it unlawful to engage in picketing or protest activities within two hours prior through two hours following the commencement of a funeral, with violations constituting a class B misdemeanor (or class A misdemeanor for repeat offenders)

Defines "funeral" as ceremonies and memorial services held in connection with burial or cremation of the dead, excluding funeral processions on public streets or highways

Establishes that in civil actions for emotional distress resulting from violations, plaintiffs are not required to prove physical manifestation of damages

Includes severability clause ensuring remaining provisions remain in effect if any part is declared invalid or unconstitutional
