Establishes the "Volunteer Health Services Act" allowing licensed health care providers to voluntarily provide health care services without additional state licensure or certification requirements.

Requires sponsoring organizations to register with the Department of Health and Senior Services by submitting a $50 registration fee and filing forms containing organization name, principal officials, addresses, and contact information; registration fee waived for disaster relief services.

Sponsoring organizations must file quarterly voluntary services reports, maintain records of provider licenses or certifications for five years, and provide records to regulatory boards upon request.

Licensed health care providers providing volunteer services are immune from civil liability except for gross negligence or willful misconduct, provided they do not receive compensation, act within their license scope, and the sponsoring organization complies with registration requirements.

Volunteer crisis response team members providing mental health services during disasters are immune from tort liability unless they act with malice, outside assigned duties, commit crimes, engage in abuse, or demonstrate gross negligence.
