Reduces the minimum age for concealed carry endorsements from 23 to 21 years old and establishes a 3-year validity period for nondriver's licenses with concealed carry endorsements.

Allows state legislators, full-time legislative employees, and statewide elected officials with valid concealed carry endorsements to carry firearms in the state capitol building and legislative meetings.

Adds new crime of "fraudulent purchase of a firearm" as a class D felony for knowingly soliciting dealers to transfer firearms illegally or providing materially false information to facilitate illegal transfers.

Removes state restrictions on machine guns, short-barreled rifles/shotguns, and firearm silencers when possessed in compliance with federal law, redirecting state-level prohibitions to federal law violations only.

Prohibits sales taxes on firearms and ammunition from exceeding the tax rate on other sporting goods or hunting equipment.
