Appropriates $1,155,323,635 total for higher education expenses for fiscal year July 1, 2011 through June 30, 2012, funded from General Revenue Fund ($834.1 million), Federal Funds ($7.3 million), and Other Funds ($313.9 million).

Allocates funds to state universities including University of Missouri ($403.8 million), Missouri State University ($80.5 million), Southeast Missouri State University ($43.6 million), Truman State University ($40.5 million), and six other regional institutions.

Provides $132.9 million for community college distribution and maintenance/repair with 50/50 state/local matching requirement, plus funding for Linn State Technical College ($4.7 million).

Funds student financial assistance programs totaling $64.8 million for Access Missouri grants, $29.4 million for A+ Schools Program, $15.3 million for Academic Scholarships, and scholarships for veterans, public service officers, and other eligible populations.

Establishes transfer of funds to various education trust funds including $15.3 million to Academic Scholarship Fund, $29.8 million to A+ Schools Fund, and $8 million transfer to Guaranty Agency Operating Fund for student loan program operations.
