Establishes a five-point bidding preference for state purchases of products and services from Missouri-headquartered veteran-owned businesses, defined as businesses at least 51% owned and controlled by veterans.

Creates the "Veteran Workforce Act" requiring state executive branch agencies to adopt uniform hiring preferences giving five points to veterans and surviving spouses on merit system exams, ten points to disabled veterans, and positive consideration for disabled veterans in non-merit positions.

Authorizes three new Missouri National Guard medals: the overseas training ribbon (for ten or more cumulative days of training outside the continental U.S.), the state partnership program ribbon (for participation in federally-recognized partnership missions), and the order of the minuteman award (for exceptional meritorious service).

Extends driver's license renewal and military service relief provisions, allowing service members to renew licenses without examination within 90 days of discharge and reestablishing residence, and extending various state compliance deadlines for those on active duty.

Permits nonresident military spouses to obtain temporary courtesy licenses (180 days, renewable for another 180 days) to practice regulated occupations in Missouri if they hold valid licenses in other states with equivalent requirements and meet background check requirements.
