Authorizes the Nixa Education Foundation to offer personalized specialty plates bearing its emblem with a $15 annual contribution to the foundation and $15 fee to the Department of Revenue, requiring a minimum of 200 applicants before plate manufacturing begins.

Allows any person to apply for special "Don't Tread on Me" license plates replacing the standard "SHOW-ME STATE" designation.

All special plates exclude apportioned vehicles and commercial vehicles over 18,000 pounds gross weight, and must be made with fully reflective material, clearly visible at night, and aesthetically attractive per state standards.
