Establishes a Law Enforcement Safety Fund managed by a seven-member board of directors composed of police chiefs, police officers, deputy sheriffs, a sheriff, a legislator, and a member-at-large

Imposes a $7 surcharge on criminal cases involving violations of state criminal or traffic laws, county or municipal ordinances, and infractions, with exceptions for dismissed cases and state/county/municipal-paid costs

Allows full-time police chiefs, police officers, sheriffs, and deputy sheriffs to become members by enrolling and contributing a minimum of $20 monthly

Members with 10+ years of creditable service and 10+ years of prior service (or 5+ years creditable with 15+ years prior service) may receive grants from surcharge collections and personal contributions after age 55

Provides credit for up to 15 years of eligible prior service for members joining at the system's establishment, effective January 1, 2012
