Establishes the "Senior Services Growth and Development Program" in the Department of Health and Senior Services to provide additional funding for senior services in Missouri.

Imposes a 1% surcharge on annual premiums for Medicare Supplement policies, Medicare Part D policies, Medicare Advantage plans, and long-term care policies beginning January 1, 2012.

Creates the "Senior Services Enhanced Fund" as a dedicated fund to collect surcharge revenues, with money used solely by the Department of Health and Senior Services for enhancing senior services and assisting senior centers with operating and capital expenditures.

Requires 50% of distributed moneys to fund senior centers in Missouri for operating costs, capital needs, and establishment of new centers.

Directs the department to work with area agencies on aging to establish equitable distribution guidelines based on the number of senior centers and eligible senior service activities in each area.
