Repeals and replaces sections of the "Fairness in Public Construction Act" to expand restrictions on labor agreements in publicly-funded construction projects funded "in any amount" rather than "greater than fifty percent" of state funds.

Prohibits the state, state agencies, and political subdivisions from requiring bidders or contractors to enter into or adhere to agreements with labor organizations, or from discriminating against those who refuse such agreements.

Allows union-only project labor agreements only for projects funded 50% or less with state funds, and only after the entity conducts an analysis, publishes findings, holds a public hearing, and publishes a determination.

Establishes an appeal process allowing interested parties to challenge union-only project labor agreement determinations to the labor and industrial relations commission within 30 days, with potential further appeal to Cole County circuit court.

Grants standing to bidders and potential bidders to seek equitable relief and monetary damages for violations, including contract rescission, rebidding, damages, and reasonable attorney's fees.
