State registrar may issue heritage birth certificates upon request, which have the same legal status as original or certified birth certificates and represent the birth of the individual named on the original record

Heritage birth certificates must include security measures to prevent tampering or counterfeiting per the Federal Intelligence Reform and Terrorism Prevention Act of 2004, include the date of registration, and may bear the state seal and governor's signature

Heritage birth certificates are only available to individuals born in Missouri and copies from delayed or amended records must be similarly marked with the effective date

The department of health and senior services may charge a $50 fee per heritage birth certificate, with funds distributed as follows: $15 to general revenue, $10 to the children's trust fund for special health care needs, $5 to domestic violence shelters, $5 to crippled children's services fund, and $15 to the Missouri public health services fund for vital records support
