Repeals and reenacts section 105.935, RSMo, relating to overtime compensation and vacation leave for state employees.

Allows state employees who accrue overtime hours to use them as compensatory leave time with supervisor approval.

Requires departments to pay nonexempt state employees annually for all overtime hours accrued in the previous calendar year that have not been paid or used as compensatory leave, with employees allowed to retain up to 80 compensatory time hours.

Requires each department to notify the commissioner of administration and legislative budget committees by November 1 of each year regarding overtime paid in the previous fiscal year and estimated overtime for the current fiscal year.

Exempts state employees working 10-hour days and 40 hours per week from taking two hours of vacation leave for paid holidays; such employees may instead receive compensation for only an eight-hour work day on paid holidays.
