Permits hand fishing for catfish and carp during June and July in Missouri waters currently open for hook-and-line fishing of these species, subject to Department of Conservation regulation

Allows hand fishing 24 hours a day in all eligible waters within the state

Limits hand fishers to taking no more than five catfish per season, with the Department of Conservation authorized to increase limits based on annual reports and studies

Requires hand fishers to use only bare hands with no hooks, poles, nets, gaffs, spears, artificial breathing apparatus, or artificial structures; hand fishing for carp is not subject to the catfish reporting requirements

Classifies violations as a Class A misdemeanor; failure to submit required annual reports can result in denial of a fishing permit for the following season
