Establishes one advance voting center per state senatorial district (or per county if a district contains multiple counties) for elections featuring presidential, U.S. Senate, gubernatorial, or statewide constitutional officer races.

Advance voting period runs from the second Saturday before an election through the Wednesday before election day (excluding Sundays), with centers open 8 a.m. to 5 p.m. weekdays and four hours on Saturdays.

Requires voters to present approved photo identification including Missouri driver's license, nondriver's license, military/veterans ID, or other government-issued photo ID not expired after the most recent general election.

Allows voters without required ID to cast a provisional ballot by executing an affidavit citing physical/mental disability, inability to pay for documentation, sincerely held religious belief, or being born on or before January 1, 1941.

State must reimburse all implementation costs for advance voting and photo ID requirements; if no appropriation is made, election authorities shall not enforce these requirements.

Effective only upon voter approval of a constitutional amendment authorizing advance voting, photo identification, and voter registration requirements by general law.
