Allows local exchange carriers to be relieved of "carrier of last resort" obligations in greenfield areas (newly developed properties) if property owners permit alternative service providers and exclude the incumbent carrier during construction.

Requires property owners to notify occupants and subsequent buyers when a local exchange carrier has been relieved of its obligation to serve, including the name of the alternative service provider and technology being used.

Permits local exchange carriers to meet carrier of last resort obligations using any technology, including wireless services that meet Federal Communications Commission Phase II enhanced 911 requirements.

Allows telecommunications companies to elect not to be designated as carriers of last resort in certain large urban areas (counties with charter government and over 800,000 inhabitants, and certain home rule cities).

Prohibits carriers relieved of carrier of last resort obligations from receiving state high-cost universal service fund support in areas where they no longer serve as the carrier of last resort.
