Exempts qualified plug-in electric drive vehicles from Missouri's motor vehicle emissions inspection program requirements.

Defines "qualified plug-in electric drive vehicle" as a plug-in electric vehicle made by a manufacturer, unmodified from original specifications, capable of operating solely on electric power, and able to recharge its battery from both on-board and off-board electricity sources.

Adds this exemption as subsection (12) to the existing list of vehicle types exempt from emissions inspections, which includes electric vehicles, vehicles over 8,500 pounds, historic vehicles, and school buses.

Maintains all other existing emissions inspection requirements and exemptions for vehicles in areas where the inspection program is established.
