Cities, towns, or villages may impose a fee of up to $1 per month ($12 annually) on residential properties with four or fewer dwelling units for water service line repairs, subject to voter approval.

The ballot measure must specify the fee amount and purpose of paying for costs of necessary water service line repairs or replacements from the water main to the residential dwelling.

Collected fees must be deposited in a special account used solely for administering and paying reasonable costs associated with water service line repairs or replacements, with all accrued interest credited to the account.

Local ordinances may define water service lines (excluding water meters and utility-owned facilities) and the scope of repairs or replacements, and may contract with third parties for program administration.

The fee may be collected by a collector through general tax levy bills in the same manner as delinquent real estate taxes, with revenues separated and credited to the appropriate fund.
