Prohibits state and political subdivision elected or appointed officials and employees from acting or refraining from acting in their official capacity in exchange for any payment, gift, or campaign contribution unrelated to official compensation.

Prohibits officials from using confidential information obtained through their employment or office to gain financial benefit for themselves, their family, or associated businesses, or disclosing such information for financial gain.

Prohibits officials from favorably acting on matters that would provide special monetary benefits to themselves or their spouse or dependent children, requiring recusal except for compensation increases subject to constitutional restrictions.

Prohibits elected officials and their staff from registering or acting as lobbyists (other than for governmental entities within the state) for one year after leaving office or employment.

Prohibits political subdivision officials from offering, promoting, or advocating for political appointments in exchange for anything of value.
