Requires each election authority to offer eligible voters the opportunity to cast ballots using paper ballot cards in elections where state or federal offices or measures appear on the ballot.

Paper ballots cast under this section shall be counted and treated as regular ballots for all purposes, unless the voter would have otherwise been required to cast a provisional ballot.

Mandates that election authorities post conspicuous notices at voting locations informing voters that paper ballot cards are available and can be requested, with notices printed by the secretary of state.

Requires the state to pay the direct costs of printing a sufficient number of paper ballot cards for all elections involving state or federal offices or measures, rather than having local election authorities bear the expense.
