Changes the work-off rate for prisoners sentenced to work out fines: instead of one day of work per ten dollars owed, prisoners now work off a portion of the fine equal to the greater of the actual daily cost of incarceration or the amount the municipality is reimbursed by the state for incarceration.

Authorizes judges or officials assessing fines for ordinance violations to allow payment on an installment basis with terms and conditions determined at their discretion.

Requires chief law enforcement officials of municipal detention facilities, county jails, regional jails, and private jails to notify the Missouri uniform law enforcement system (MULES) within five hours of an escape by a person convicted of or suspected of committing murder in the first degree or a dangerous felony.

Specifies that MULES notifications must include the escaped person's name, identifying information (physical description, photograph, video), mode of transportation, description of any assisting persons, charges, and contact information for the detaining facility.
