Requires state board of education and school districts to develop concussion and head injury guidelines in cooperation with Missouri State High School Activities Association, with yearly signed information sheets from athletes, parents, and health care volunteers.

Mandates immediate removal from competition for youth athletes suspected of sustaining concussion or head injury and prohibits return to play until cleared by a licensed health care provider trained in concussion evaluation.

Allows return to play no sooner than one day after brain injury only after athlete shows no signs of injury and receives written clearance from a licensed health care provider.

Requires school districts to ensure coaches, trainers, and instructors receive training on recognizing brain injuries, understanding risks, alerting medical professionals, and following proper medical protocols.

Extends guidelines to city youth sport leagues and provides liability protections for volunteer health care providers and volunteers assisting with youth athletics, except in cases of gross negligence or willful misconduct.
