Increases the Missouri Preschool Plus Grant Program capacity from one thousand to six thousand two hundred fifty students.

Expands eligible grantees to include school districts located wholly within first classification counties regardless of accreditation status, and the metropolitan school district regardless of accreditation status.

Requires at least 50 percent of preschool placements be offered through nonsectarian community-based organizations.

Serves children who are one or two years away from kindergarten entry, with free services for families under 130 percent of federal poverty guidelines and sliding scale co-pays for higher-income families.

Program sunsets six years after August 28, 2009, unless reauthorized by the general assembly, with rules to be promulgated by January 1, 2010.
