Establishes the "KidCare Co-op Program" within the Department of Social Services as a public option nonprofit health insurance cooperative to provide affordable health insurance for children up to 19 years of age who are Missouri residents

Eliminates income limits for program eligibility and allows the department to operate KidCare Co-op in conjunction with the state children's health insurance program (SCHIP) by covering children ineligible for SCHIP

Sets fixed premiums and co-payments: $25 monthly premium per child, $15 for general office visits, $35 for urgent care visits, and $50 for emergency room visits

Authorizes the department to establish rules determining coverage amounts, maximums, and criteria for health carriers and benefit plans participating in the cooperative

Makes all rules subject to chapter 536 rulemaking procedures and declares the section and chapter 536 nonseverable
