Appropriates $433,571,877 to the Department of Revenue for operations including tax collection, motor vehicle licensing, taxation division, and lottery commission for fiscal year July 1, 2011 to June 30, 2012.

Appropriates $2,257,792,892 to the Department of Transportation for highway construction and maintenance programs, administration, multimodal operations, transit programs, rail infrastructure, and aviation facilities.

Transfers $525,000,000 from the State Highways and Transportation Department Fund to the State Road Fund and authorizes distribution of $188,000,000 in motor fuel tax revenues to cities and counties.

Establishes $1,409,364,658 for the Construction Program to pay costs of highway and bridge acquisition, construction, and improvement authorized under Missouri Constitution Article IV, Section 30(b).

Prohibits use of appropriated funds for travel or staffing costs of the offices of the Governor, Lieutenant Governor, Secretary of State, State Auditor, State Treasurer, or Attorney General.
