Extends the sunset date for Missouri RX plan provisions from August 28, 2011 to August 28, 2014.

Expands the definition of pharmacy practice to include consultation with veterinarians about legend drugs and allows pharmacists with medication therapeutic plan authority to design, initiate, implement, and monitor medication therapy plans under physician protocols.

Establishes a new Class L veterinary pharmacy permit and allows veterinarians to compound, administer, prescribe, or dispense their own prescriptions for animals without full pharmacist supervision on-site (except during compounding of noncontrolled drugs).

Redefines "legend drug" to specifically reference 21 U.S.C. Section 353 and excludes investigational new drugs used in federally-approved clinical investigations from pharmacy regulation requirements.

Adds a licensed veterinarian to the board of pharmacy's advisory committee and clarifies that the veterinary pharmacy permit exemption does not apply to legend drugs under federal law.
