Adds a new subsection (3) to the crime of making a false declaration, criminalizing verbal false statements regarding identity that the person believes or knows not to be true made to a public servant.

Updates gender-neutral language throughout the statute by replacing "he" with "or she" and "his" with "or her" in references to persons committing the crime.

Defines "written" to include filings submitted in electronic or other formats approved or prescribed by the secretary of state.

Maintains existing defenses and penalties, including the retraction defense under subsection 3 and the class B misdemeanor penalty for the offense.

Applies existing provisions of section 575.040 regarding prosecutions under this statute to the new verbal false statement provision.
