Repeals section 181.060 and enacts new sections 181.060 and 182.802 relating to public library district sales taxes.

Allows public library districts in specified third-classification Missouri counties to impose a sales tax of up to one-half of one cent upon majority vote of the district's board of directors.

Requires voter approval through a county or state general, primary, or special election before any sales tax becomes effective, with the tax taking effect the first day of the calendar quarter following adoption if approved.

Permits district boards to submit a repeal question to voters at any election date, with repeal becoming effective December 31st of the approval year if a majority votes in favor.

Modifies state library aid provisions to prevent library state grants from being reduced due to voluntary levy reductions if proceeds from the enacted sales tax equal or exceed the lost levy revenue.
