Gives a five-point bidding preference bonus to veteran-owned businesses headquartered in Missouri when bidding on state contracts for products and services.

Defines "veteran-owned business" as a business where at least 51% is owned by one or more veterans with verifiable U.S. military service and where veterans control management and daily operations.

Applies the preference to purchases made by the state, governmental agencies, and political subdivisions through the commissioner of administration.

Requires the commissioner of administration to establish rules and regulations regarding specifications, quality standards, delivery times, and performance standards necessary to implement the preference.

Rules created under this authority must comply with Missouri's Administrative Procedure Act (chapter 536) and are subject to general assembly review and disapproval.
