Allows municipalities to approve redevelopment plans and projects within 14 to 90 days after a hearing, requiring that redevelopment areas include only parcels directly and substantially benefitted by proposed improvements.

Requires commissions reviewing redevelopment projects to send copies of plans to metropolitan planning organizations, regional chambers of commerce, and regional consortiums of large mid-cap companies for comment on regional benefits.

Prohibits municipalities from approving redevelopment plans or projects if the commission recommends opposition, except by a two-thirds majority vote of the governing body.

Restricts tax increment financing in economic development areas to infrastructure projects only (highways, roads, streets, bridges, sewers, utilities, traffic control systems, sidewalks), explicitly excluding buildings.

Establishes commission composition requirements varying by municipality type and population, with specific appointment procedures for school districts, taxing districts, county officials, and municipal appointees.
