Repeals and re-enacts sections 195.214, 195.217, and 195.218 of Missouri law relating to distribution of controlled substances near schools, parks, and housing.

Clarifies that distribution of controlled substances near schools (within 2,000 feet), parks (within 1,000 feet), or public/governmental assisted housing (within 1,000 feet) constitutes a Class A felony as a punishment enhancement, not a separate offense.

Establishes that defendants cannot claim lack of knowledge about being in a safe zone as a legal defense.

Requires sentences without probation or parole for persistent drug offenders convicted of distribution near schools or housing; distribution near parks is a Class A felony without this additional requirement.

Limits distribution near parks to specific controlled substances: heroin, cocaine, LSD, amphetamine, and methamphetamine, while distribution near schools and housing applies to any controlled substance.
