Repeals and replaces section 67.281 to redefine residential building types subject to fire sprinkler requirements, changing from "single-family dwellings or residences or multi-unit dwellings of four or fewer units" to "one- or two-family dwellings or townhouses"

Requires builders to offer purchasers the option to install fire sprinklers at the purchaser's cost before entering into a purchase contract

Prohibits counties and political subdivisions from denying purchasers the right to choose or decline fire sprinkler installation through any code, ordinance, rule, regulation, or order

Requires any political subdivision adopting the 2009 International Residential Code or subsequent editions without mandatory fire sprinklers must retain language in sections R317.1 (two-family dwellings) and R317.2 (townhouses)

Extends the expiration date of these provisions from December 31, 2011 to December 31, 2019
