Repeals and replaces section 160.775 of Missouri Revised Statutes to establish comprehensive antibullying requirements for all school districts.

Defines "bullying" to include discrimination, intimidation, or harassment that causes a reasonable student to fear for physical safety or property, substantially interferes with educational performance, or disrupts school operations; applies to school property, school functions, and school buses.

Requires school districts to adopt antibullying policies by September 1, 2007, with mandatory components including prohibition statements, employee reporting requirements, anonymous reporting procedures, investigation protocols, consequences, anti-retaliation provisions, and publicization methods.

Mandates annual confidential surveys measuring student and employee perceptions of harassment and discrimination based on protected categories including race, color, religion, national origin, gender, sexual orientation, disability, and association with protected individuals.

Directs the State Board of Education to promulgate implementing rules and develop model policies for school districts by September 1, 2012, with phased employee training beginning September 1, 2011.
