Repeals and replaces provisions governing the Life Sciences Research Trust Fund and Missouri Technology Corporation to create a comprehensive "Missouri Science and Innovation Reinvestment Act"

Renames the "Missouri Technology Investment Fund" to the "Missouri Science and Innovation Reinvestment Fund" and expands its scope beyond technology to include diverse science and innovation fields such as agriculture-biotechnology, nanotechnology, medical devices, pharmaceuticals, and energy

Increases the cap on construction of physical facilities from 10% to 30% of annual appropriations and restructures funding requirements to allocate up to 80% for building research capacity and 20-50% for technology transfer and commercialization grants

Establishes a 15-member board of directors for the Missouri Technology Corporation with governance requirements including a chairperson from the private sector, representation from state government and universities, and appointments of 11 members by the governor with senate approval

Expands the corporation's powers to include making seed and venture capital investments, forming joint ventures with universities and research institutions, and establishing committees such as an executive committee, audit committee, and research alliance to advance science and innovation research and commercialization in Missouri
