Defines "inclement weather" as ice, snow, extreme cold, flooding, or tornado, but excludes excessive heat.

Requires school districts to make up the first six days missed due to inclement weather, plus half of additional days beyond six, to meet minimum 142 days and 1,044 hours annually.

Allows districts to cap makeup day requirements at 10 total days maximum (six required plus half of additional days up to eight) starting in the 2008-09 school year and thereafter.

Exempts all school districts from making up any inclement weather days missed during January 31 - February 4, 2011, when the governor declared a statewide emergency.

Permits the commissioner of education to grant waivers to year-round schools unable to meet minimum calendar requirements due to circumstances beyond district control.
