Establishes the "Students First Interscholastic Athletics Act" to ensure high school age students have equal opportunity to participate in interscholastic athletics regardless of education program (public school, private school, virtual school, or homeschooling)

Requires students unable to participate through their own school to have the opportunity to participate through their public school district of residence

Schools offering interscholastic athletics must publicly identify available sports and approximate team sizes by July 1st of each year

Sets eligibility requirements including age 14-19, Missouri residency, U.S. citizenship or lawful presence, physician clearance, proof of identity, satisfactory grades, and completion of school application

Prohibits schools and districts from discriminating against students based on their choice of education program, while allowing discretion in team selection decisions
