Repeals and replaces sections 300.390 and 577.060 of Missouri Revised Statutes relating to pedestrian right-of-way and leaving the scene of motor vehicle accidents.

Requires vehicles to yield the right-of-way to pedestrians and bicyclists crossing in appropriate crosswalks on city or neighborhood streets in home rule cities with more than 400,000 inhabitants spanning more than one county; "yield" defined as slowing to a stop within 40 feet.

Violation of vehicle yield requirement is a class A misdemeanor.

Modifies language in leaving-the-scene statute to use gender-neutral pronouns and clarify that peace officers have jurisdiction to investigate accidents on private parking facilities when invited by injured parties.

Classifies leaving the scene of a motor vehicle accident as a class A misdemeanor, or class D felony if accident resulted in physical injury, property damage exceeding $1,000, or defendant has prior conviction for the same offense.
