Repeals and replaces section 534.030 of Missouri law regarding foreclosure notice to tenants.

Extends the notice period for residential tenants in foreclosed properties from ten business days to ninety days after the new owner provides written notice of the foreclosure sale.

Requires the new owner to notify occupants by certified or registered mail (if name is known) or regular mail addressed to "occupant" (if name is unknown), plus posting notice on the property door.

Prohibits the new owner from commencing unlawful detainer or other possession actions against the occupant within the ninety-day notice period.

Clarifies that the notice does not create a tenancy between the new owner and occupant, but allows the parties to enter into a voluntary rental or lease agreement.
