Requires all driver's license examinations to be administered only in English, prohibiting the use of foreign language interpreters for written or driving tests.

Establishes a $15 fee for applicants taking the written portion of the driver's license examination.

Distributes examination fees as follows: 40% to the State Highway Patrol for operating expenses, 20% to the DARE program, 20% to local school districts for high school driver's education programs, and 20% to a new Fire Investigator's Fund.

Creates the "Fire Investigator's Fund" in the state treasury to be used by the division of fire safety for fire safety duties and investigations.

Allows successful completion of an approved motorcycle rider training course to satisfy the driving test requirement for motorcycle or motortricycle licenses.
