Adds emergency medical technicians (EMTs) licensed pursuant to chapter 190 to the list of health care professionals who can report drivers with conditions that may impair safe vehicle operation to the department of revenue.

Allows EMTs to report patients diagnosed or assessed as having a disorder or condition preventing safe motor vehicle operation, with the report stating whether the condition is permanent or temporary.

Extends civil immunity protections to EMTs making good faith reports under this section, consistent with protections already afforded to other health care professionals.

Maintains existing confidentiality requirements for all reports and medical records reviewed by the department of revenue, with violations constituting a class A misdemeanor.

Preserves drivers' rights to petition for license reinstatement if their reported condition is temporary, with decisions appealable within thirty days.
