Repeals and reenacts section 71.012, RSMo, to modify annexation procedures for Missouri cities, towns, and villages.

Allows governing bodies to annex contiguous and compact unincorporated areas through a streamlined process requiring only a verified petition from property owners or common interest community approval.

Clarifies that "contiguous and compact" excludes areas connected only by narrow strips (less than one-quarter mile) of railroad lines, trails, or pipelines, but permits voluntary annexations that create unincorporated islands if owners are given opportunity to annex.

Extends annexation authority for specific counties: permits cities/towns/villages in certain second and third classification counties to annex areas up to two miles from existing boundaries along roads or highways, including state correctional centers.

Requires public hearing within 14-60 days of petition receipt with newspaper notice; allows annexation by ordinance if governing body determines it is reasonable, necessary, and the municipality can provide services within a reasonable time, unless 5% of qualified voters or 2 area voters file written objection within 14 days.
