HB 5 Summary

• Appropriates $246.4 million to the Office of Administration for operations including accounting, budget planning, information technology services, personnel, purchasing, and facilities management for fiscal year July 1, 2011 to June 30, 2012.

• Allocates $814.4 million total for employee benefits including Social Security contributions ($137.4 million), state retirement contributions ($259.9 million), health insurance ($375.9 million), and workers' compensation ($23.8 million).

• Authorizes $375.9 million for the Missouri Consolidated Health Care Plan to provide health insurance coverage for state employees and participating political subdivisions.

• Transfers $277.3 million from the Federal Budget Stabilization Fund to the General Revenue Fund and allows up to $400 million in cash-flow assistance between funds with required repayment.

• Prohibits use of any funds for costs associated with travel or staffing for the offices of the Governor, Lieutenant Governor, Secretary of State, State Auditor, State Treasurer, or Attorney General.
