Repeals and reenacts sections 303.400-303.415 to establish the Motorist Insurance Identification Database program, transferring primary administration from the Department of Revenue to the Missouri Highway Patrol effective July 1, 2012.

Changes funding mechanism from six percent of insurance premiums tax to a one dollar annual fee (two dollars for biennial registration) collected at vehicle registration, with funds deposited to a new Motorist Insurance Identification Database Account in the state highways and transportation fund.

Increases the threshold for suspension notification from two to three consecutive months of failed financial responsibility before vehicle registration suspension is initiated, with suspension periods of 30 days, 90 days, or one year depending on prior violations.

Adds new Section 303.410 requiring towing companies to notify the designated agent within 45 minutes of any nonconsensual tow, providing vehicle and operator information to allow insurers to be contacted within three business days.

Updates implementation deadlines from 2002-2003 to 2012, removes outdated sunset provisions from 2007, and requires the Highway Patrol superintendent to promulgate necessary rules and regulations for program administration.
