Repeals and replaces section 167.131, RSMo, regarding unaccredited school districts and pupil attendance.

Requires school districts without accredited schools to pay tuition and provide transportation for resident pupils attending accredited schools in the same or adjoining county.

Sets tuition rates at the per pupil cost of maintaining the district's grade level grouping, calculated by dividing total costs (teachers' wages, incidental purposes, debt service, maintenance and replacements) by average daily pupil attendance.

Directs disputes over tuition amounts to the state board of education for final decision.

Allows pupils to attend public schools of their choice, but clarifies that no school or school district is required to admit any pupil.
