Establishes the "Embryo Transfer Act" to regulate the legal transfer of embryos from donors to recipient intended parents, with the intent that all embryos created in Missouri be birthed.

Requires a written notarized contract signed by legal embryo custodians and recipient intended parents prior to embryo transfer, which nullifies any prior agreements and can cover multiple embryo collections.

Defines "embryo" as a fertilized human ovum from the single-cell stage to day seven, and designates "agents" who may participate in embryo transfer including licensed attorneys, fertility clinics, and relatives within the second degree of consanguinity.

Mandates that embryo donors be screened and tested negative for all infectious agents on the FDA's Complete List of Donor Screening Assays prior to embryo creation, and requires designation of successor legal embryo custodians in case of death or incapacitation.

Establishes that a child born to recipient intended parents through embryo transfer is presumed to be their legal child, and terminates all parental rights of past or present legal embryo custodians or gamete donors.
